In short: every operator sets its own rules, but the official pages I checked all say a pet must ride inside a carrier or case. The Sapporo City Transportation Bureau (subway and streetcar) says you can ride with a pet in a carrying case or similar, as long as it won’t bother or harm other passengers; its subway rules allow small pets only in a closed carrier (密閉されたかご類). JR Hokkaido allows a small dog, cat, or similar small animal in a pet-only case whose length, width, and height add up to 120 cm or less, with the case and animal weighing 10 kg or less together, and charges 290 yen per item (case) for a hand-luggage ticket (手回り品きっぷ). JR Hokkaido also says you can’t ride holding your pet, with it in a backpack or bag, or in a dog sling, and that it may refuse an item when the train is very crowded. Hokkaido Chuo Bus says a pet may ride if it fits completely in a case with the lid closed, but it does not accept pets on its highway buses, airport buses, regular sightseeing buses, and ski buses. Taking a small dog across Sapporo by subway, train, or bus can be easy, but each operator has its own rules about carriers, fees, and which services accept pets. This post sums up what the operators’ official pages say, operator by operator, in plain English.
Please read this first: this post is a plain-English summary of official pages from the operators named below. It is not about my own dog, and I don’t work for any of these operators. Rules can change. The rules that apply are the ones on the operator’s current pages and the instructions of station and vehicle staff, so please check the operator’s own page, and contact the operator if anything is unclear. Where the pages I checked did not say something, I have written “check with the operator” instead of guessing. The details below are given as the pages stated them when I checked on October 8, 2026.

Subway and streetcar: Sapporo City Transportation Bureau
The Sapporo City Transportation Bureau (札幌市交通局) has two pages that cover pets.
Its FAQ for city transit. To the question “Can I ride with my pet?” (ペットを連れて乗車することはできますか), the answer says you can ride together with your pet if you put it in a carrying case or similar (キャリングケース等) and it is in a state that won’t bother or harm other passengers. It adds that assistance dogs under Japan’s law (guide dogs, service dogs, and hearing dogs) can ride regardless. The answer lists two contacts:
- Subway: Transportation Bureau, 業務課, 011-896-2744
- Streetcar: 一般財団法人札幌市交通事業振興公社 電車事業所, 011-551-3944
Its page on prohibited acts and items in stations and trains. This page is written for subway users. In its list of things you can’t bring into stations or trains, it includes animals, except small pets in a closed carrier (密閉されたかご類に入れた愛がん用小動物) and assistance dogs under the assistance dog law. The same list also excludes things that may bother other passengers because of dirt or smell, things that may block aisles or doors, and anything staff judge unsuitable to bring in. The page was last updated on May 19, 2025.
The pages I checked did not give a size limit, weight limit, or fee for pets on the subway or streetcar, so check with the operator before you ride.
JR Hokkaido trains
JR Hokkaido treats a pet as a paid hand-luggage item (有料手回り品). Its rules page on hand luggage (手回り品) and its FAQ say:

A JR Hokkaido notice for passengers traveling with pets (ペットを連れて駅・列車をご利用のお客様へ), in the same rules document, also says:
- Use a case that holds the whole body. Put your pet in a case its whole body fits in.
- Not in your arms or a bag. You can’t ride holding your pet, or with it in a backpack or bag.
- No dog slings. A dog sling is not allowed, even if your dog’s whole body is inside.
- No pet carts. A pet cart (pet buggy) is not allowed, because its size with the cart exceeds the limit for pets as paid hand luggage, unless the case and cart are separated.
The notice says the rules are there so that passengers who are uncomfortable with animals or have allergies can also travel comfortably. The general rules also say JR Hokkaido may refuse an item if it may bother other passengers or if the train is very crowded. Assistance dogs (guide, service, and hearing dogs) accompanied by their user are allowed, as long as the display required by law is shown.

Buses: Hokkaido Chuo Bus
For buses, I checked one operator, Hokkaido Chuo Bus (北海道中央バス). Its FAQ says:
- Pets in a closed case. A pet (愛玩用小動物) may be brought on board if it fits completely in a dedicated case or similar with the lid closed.
- No heads sticking out. A pet can’t be brought on board with its head or another part sticking out of a bag.
- Not on some services. From April 1, 2012, the company does not accept pets on its highway buses (高速乗合バス), airport buses (the FAQ also names the New Chitose Airport buses), regular sightseeing buses (定期観光バス), and ski buses.
The company’s notice on this ban gives two reasons: while a bus is on the expressway, it can’t stop right away if a pet causes trouble for other passengers, and on routes with long gaps between stops, it is hard to ask a passenger to get off partway. The notice says assistance dogs under the assistance dog law are not included in the ban.
The FAQ did not give a size limit, weight limit, or fee for pets, so check with the operator. Other bus companies set their own rules, so if your bus is run by another company, check with that operator too.
Manners on board
These points come from the operators’ pages above.
- Keep your dog in the case. JR Hokkaido asks you not to take your pet out in stations or trains.
- Think of other passengers. JR Hokkaido asks you to be careful not to bother those around you, and the Transportation Bureau’s FAQ says the pet must not bother or harm other passengers.
- Avoid crowded times if you can. JR Hokkaido says it may refuse an item when the train is very crowded.
- Keep aisles and doors clear. The subway rules list things that may block aisles or doors among items you can’t bring in.

Put your dog in a closed case, read the current rules of the operator you are riding with, and keep the case closed until you get off. When a page doesn’t answer your question, ask the operator before you travel.
